This Makes Too Much Sense

With the historic flooding in the midwest and south, you would think that some intelligent leaders would connect need with purpose.  In California, wildfires are devastating homes and millions of acres of land. Recently a picture of a landowner in the flooded area came out where he saved his property from flooding by surrounding it with a dam. A dam made of polymer and water! Why can’t those people in DHS and FEMA do the same thing in reverse?
