Jury Convicts Former High-Ranking BLM Official

GREAT FALLS – The former State Director of the Bureau of Land Management’s Eastern States Region, which is responsible for the stewardship of the public lands and resources under the jurisdiction of the BLM in 31 States east of and bordering the Mississippi River, was convicted of fraud and theft by a federal jury in Great Falls Wednesday night.

John Grimson Lyon, 61, of Clifton, Virginia, faces a possible 35 years imprisonment, $750,000 in fines, and $112,000 in forfeitures. Judge Brian Morris of Great Falls set sentencing for June 25, 2015.

As a State Director, Lyon was part of the Senior Executive Service, whose members serve in the key positions just below the top Presidential appointees. Lyon was convicted of approving time sheet information for one of his Deputy State Directors, Larry Ray Denny, 67, of Box Elder, even though Denny had left his position in Virginia in July 2012 to return to Montana and take a job with the Chippewa Cree Tribe on the Rocky Boy’s Indian Reservation. Federal prosecutors alleged that Lyon knew or should have known that his subordinate had abandoned his position and was performing no work on behalf of the federal government when he told BLM time keepers to continue to enter Denny’s hours as if he were earning a federal paycheck…

Lyon claimed Denny had been giving him valuable consultation on oil and gas matters which justified his work hours. An investigator with the Department of Interior’s Office of Inspector General testified that she reviewed Lyon’s phone records and found less than three hours of conversation in the eight-month period between July 2012 and March 2013. Emails and phone records revealed that Lyon and Denny regularly used non-government email and phones to communicate, thereby creating no data trail in government servers or phone records.

●Additionally his employee, Larry Ray Denny, of Box Elder was also tried and found guilty of charges of wire fraud, false claims, theft of government property and falsely representing outside income according to Great Falls Tribune in Montana. Article HERE.

●In April 2010 another case had been tried, Luis Ramirez was employed as a Contracting Officer’s Representative for the Bureau of Land Management (BLM) in the Medford District Office. He was responsible for administering BLM contracts including approving work to be done on the contracts and submitting invoices to BLM Contracting Officers in Portland for their approval and payment to private contractors. Ramirez, employed by BLM for 31 years, abruptly retired in July 2007 when his schemes to defraud BLM began to unravel. The FBI initiated an investigation upon receiving information from an anonymous source that Ramirez was allegedly receiving personal payments from private BLM contractors involving his official duties. The lawlessness of Bureau of Land Management has been in question for a long time.  Rarely does any of the lawsuits or problems filed against them get published or make much of a blip on media radar.  However, the corruptness of our current government deserves to be broadcast loud and clear.  Congress and the executive branch have encouraged or turned a blind eye more often than not to the bribes, fraud, and thievery found in many of the executive branch divisions and departments.

The Bureau of Land Management (BLM) is an agency within the United States Department of the Interior that administers more than 247.3 million acres (1,001,000 km2) of public lands in the United States which constitutes one-eighth of the landmass of the country.[2] President Harry S. Trumancreated the BLM in 1946 by combining two existing agencies: the General Land Office and the Grazing Service.[3] The agency manages the federal government’s nearly 700 million acres (2,800,000 km2) of subsurfacemineral estate located beneath federal, state and private lands severed from their surface rights by the Homestead Act of 1862.[3] Most BLM public lands are located in these 12 western states: AlaskaArizonaCalifornia,ColoradoIdahoMontanaNevadaNew MexicoOregonUtahWashingtonand Wyoming.[4]

The mission of the BLM is “to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations.”[5] Originally BLM holdings were described as “land nobody wanted” because homesteaders had passed them by.[4] All the same, ranchers hold nearly 18,000 permits and leases for livestock grazing on 155 million acres (630,000 km2) of BLM public lands.[6] The agency manages 221 wilderness areas, 20 national monuments and some 636 other protected areas as part of the National Landscape Conservation System totaling about 30 million acres (120,000 km2).[7] There are more than 63,000 oil and gas wells on BLM public lands. Total energy leases generated approximately $5.4 billion in 2013, an amount divided among theTreasury, the states, and Native American groups.[2][8]

I have no doubt many who work there are honestly there to help make certain our country’s lands remain viable, sustainable resources.  However, those in management (especially it seems top management ) have like many other departments under Bushes, Clintons, and now especially Obama become corrupted and strong-arm branches for a regime which is determined to make all of the United States not a republic but federally controlled communistic style regime. Seeing reports like the following only solidifies the necessity for immediate overhaul in light of Obama’s continued march to take control of all aspects of government under his control.

    Glad to see you highlighting this Uriel, because the BLM has been on my you-know-what list ever since the Bundy Ranch ordeal and the massive land grabs that have taken place since then.

    To find out they’re dummying payroll records just adds to the reasons they need to be defunded and dissolved. They’re nothing more than O’s mafia clench men. He’s got them in every department.

    BLM needs to be dismantled.

      You know. This may be the only way to disable Obamas machine. Take down people in each department or agency. It’s slow but I am thinking best way to starve the giant.

        Since the assistant director at DHS got ousted. We have slowly begun to see people come forward and speak out. Perhaps finding the same ie IRS bosses and such and removing each should be a priority with loyal constitutionalist justices or maybe Judicial Watch.

          All of these agencies need to go. They should have no part in our government. None of them is elected and they make laws we must abide by!
